SAPC Finalizes Two Best Practices Documents

The U.S. Department of Energy’s Solar Access to Public Capital (SAPC) working group has finalized two documents designed to mitigate investor and owner risk and to generate confidence in the distributed solar PV asset class: Best Practices for PV System Installation and Best Practices for PV System O&M.  The documents were developed over the past two years, using input from a diverse group of stakeholders including developers, financiers, independent engineers, and rating agencies.

The Best Practices for PV System Installation guide provides a user-friendly installation checklist with additional resources for further exploring contractor qualifications, design guidelines, system inspections, and system documentation. It directly complements the Best Practices for PV System O&M guide, which provides recommended strategies for lowering costs and increasing production over the lifetime of a PV system. These strategies are intended to: (1) increase solar asset transparency for investors and rating agencies, (2) provide an industry framework for quality management, and (3) reduce transaction costs in the solar asset securitization process.

SAPC is an organization convened by the National Renewable Energy Laboratory and made possible by the U.S. Department of Energy under the SunShot Initiative. SAPC’s standard contracts, best practices guides, and reports are intended to “improve consumer transparency, reduce transaction costs in the solar asset contracting process, and facilitate the pooling of the associated cash flow so that they may be securitized and sold in the capital markets”[1]. In addition, by bringing a diverse group of stakeholders together, the SAPC working group provides opportunities for stakeholders to learn from each other’s experiences, resulting in knowledge and decision making tools for investors.
