Bill received his bachelor's degree in electrical engineering from Colorado School of Mines in 2013. His studies focused on electrical power systems and power electronics. He joined NREL in 2001, where his main focus is in outdoor PV reliability testing. He has designed and built IV tracing systems with high-voltage bias and designs custom data acquisition systems for a wide variety of concentrated PV (CPV) and flat-plate PV projects. He performs qualification testing and analysis for new data acquisition components and systems. He has an extensive background in electronics design and troubleshooting, data acquisition and control, instrument calibration, and system integration.

Currently Bill provides engineering support for activities at NREL's Outdoor Testing Facility and DOE's Regional Test Center. He is the electrical safety officer for the PV Reliability Group.
