A Texas-style reception was held on November 17th, 2003 and featured Austin's Mayor Will Wynn as the guest speaker. The reception allowed participants to enjoy hors d'oeuvres and networking with investors, entrepreneurs and energy executives.

The General Session of the 16th NREL Industry Growth Forum was opened by Forum Chairman, L. Marty Murphy, and the Director of the Clean Energy Incubator in Austin, Richard Amato. Other keynote speakers included NREL's Director of Technology Transfer, Tom A. Williams and the Texas Commissioner of the Public Utility, Paul Hudson.

The General Session of the 16th NREL Industry Growth Forum concluded with an awards luncheon featuring keynote speaker Bill Beckenbaugh, Chief Operating Officer, Konarka Technologies. A "special" award was given to Forum Chairman L. Marty Murphy. The National Clean Energy Venture Awards were presented by Julie Brokaw of Bechtel Corporation and Richard Amato of the Clean Energy Incubator.
