Decentralized Clean Energy Policy Development

To better understand the status and impact of local clean energy policies, NREL analyzed the pros and cons of developing and implementing policies at multiple levels of government.

Key analysis findings include:

  • Decentralized policy development can better meet the unique needs of various municipalities and provide an opportunity for greater policy experimentation.
  • Local governments are uniquely positioned to frame the clean energy discussion, connecting it to the values of their citizens.
  • Complementary policy development at multiple levels of government is critical for a consistent approach to expanding the clean energy market.
  • Substantial interaction between local governments occurs with clean energy policy development. However, the degree of interaction between local governments and state governments varies greatly.
