Every screw between the data logger and instrument was retightened, this includes the patch panel and power supply box, which seemed to solve the problem.

The old Condor HAA15-0.8-A+ (+/-12 V @ 1 Amp) was replaced with a new Condor HB12-1.7-A+ (+12 V @ 1.7 Amp). The new higher current power supply can now restart the TSP-700 after a power failure. Note: The -12 V output on the old power supply was not needed (Yankee had designed it as a universal power supply for all their instruments).
