2008 Weatherization and Intergovernmental Program (WIP) Market Report
To analyze the historical performance and forward-looking potential of the Weatherization and Intergovernmental Program (WIP), this market report (PDF 3.1 MB) assesses market developments and outlooks at the following aggregated levels: states, cities and communities, Indian tribes, and low-income residential efficiency. - States are progressing toward their clean energy potential at markedly different rates. WIP involvement has focused on funding clean energy projects through SEP and providing technical assistance through TAP.
- Historically, WIP's primary role in cities and communities has been to offer technical assistance through technical assistance programs (TAPs) implemented at the U.S. Department of Energy (DOE) regional offices and through the National Renewable Energy Laboratory (NREL).
- WIP's Tribal Energy Program (TEP) has focused on 91 energy projects to develop an energy efficiency and renewable energy pipeline. These projects include strategic planning, feasibility studies, project engineering, and construction and operation.
- WIP's Weatherization Assistance Program funds the weatherization of low-income homes through a network of 900 local community agencies and organizations. Recent annual funding for low-income energy efficiency programs has totaled approximately $660 million.
