Organizational Objectives

TMS provides technical and engineering analyses in support of Federal energy technology programs and projects, as well as a broad range of program management services in support of the implementation and management of these programs. Our efforts assist client activities in basic and applied research, development, and commercial deployment of major technologies and systems – including fossil energy, renewables and energy efficiency.

TMS also comanages the EERE Planning, Analysis, and Evaluation (PAE) Center with the National Renewable Energy Laboratory (NREL). The purpose of the Center is to partner with PAE Program Management to provide technical leadership and access to analytic expertise in national laboratories, universities, think tanks, and private research organizations through integration and interpretation of PAE project results, knowledge management capabilities, and quality assurance for PAE projects. The overall goal of the Center is to add objective insight and value to PAE's planning, analysis, and evaluation work, and to provide efficiency and productivity gains to EERE programs through a better integration of product and process.

Analysis Areas

Technology Analysis: TMS actively monitors and assesses the status of key energy and environmental technologies worldwide in order to provide our clients with the substantive background information necessary to make sound R&D decisions. TMS has developed and implemented programs for collecting, maintaining, analyzing, and reporting scientific and technical performance data and trends, and employs computer-based decision support tools to help clients prioritize technology R&D needs. TMS also performs technology feasibility studies, evaluates energy technology projects, and conducts other detailed technical, benefit/cost, and life-cycle cost analyses to evaluate opportunities for the application of new and innovative technologies.

Market and Policy Analysis: TMS conducts in-depth evaluations of markets for energy and environmental technologies, identifies market characteristics and obstacles to market penetration, and develops technical policy and business options to overcome these obstacles. Using advanced modeling, TMS assesses the sensitivity of supply and demand curves and technology market penetration projections to a number of technical, economic, and policy variables, and uses the results of these models to assist clients in validating the direction of their programmatic efforts. TMS also analyzes the implications various legislative and regulatory proposals have on both current statutes and Federal initiatives; and prepares issue papers and reports to aid clients in following and assessing the impact of this legislation or regulation on their individual programs.

Program Portfolio Analysis: TMS assists its clients in the critical review and analysis of their portfolio of program activities to ensure that each program is focused on those efforts that will maximize progress toward achieving the program's mission, goals, and strategic objectives while most effectively utilizing limited financial resources. This support entails qualitative and quantitative program benefits analyses, situation analyses of the sector environment and the appropriateness of a Federal role, budget and resource assessments, the identification of program gaps and overlaps, analysis of opportunities to strengthen the portfolio through collaboration with other industry or government partners, and assistance in technology roadmapping as a planning tool for developing and executing a balanced portfolio in future years.
