Organizational Objectives – Analysis

To inform governments and the public about energy policies related to transportation, their costs and their benefits. Analyses address the costs of oil dependence, the potential for reducing dependence on petroleum, mitigating greenhouse gas emissions, transitions to alternative fuels, energy efficiency improvement in transportation and market acceptance of transportation energy technologies and their impacts on oil dependence and the environment.

Analysis Activities – Relevance to Priority Topics

A) Enhance Research, Development and Deployment Portfolio Analysis Tools
Developer of several analytic models, including the Oil Security Metrics Model, the Fuel Economy Regulatory Analysis Model (FERAM), the Feebate Model and North American Feebate Model, the Hydrogen Transition Analysis Model (HyTrans) and the World Energy Scenarios Model (WESM).

B) Improve Deployment Partnerships between Industry and Government
Current/planned analysis activity is an assessment of market potential for diesel and hybrid vehicles. Conducted an analysis of the market potential for diesel and hybrid vehicles for published in August 2004.

Conducting research on deployment scenarios for hydrogen fuel cell vehicles for HFCIT in cooperation with DaimlerChrysler, Ford and GM.

C) Augment Energy Technologies and Demand Response Representation in Energy Models
Current/planned analysis activity is an updated assessment of rebound effects in transportation.

Published two refereed journal articles on the rebound effect and served as a technical advisor to CARB for the California rebound analysis by Small and Van Dender.

Developed alternative fuel vehicle choice models for NEMS, the Transition Alternative Fuels and Vehicles Model (TAFV) and HyTrans and continue research on consumer choice of advanced vehicle technologies.

E) Improve Impact Evaluation Tools: Economic Development, Energy Security, Environmental Impacts
Current/planned analysis activity is an assessment of oil security benefits of EERE programs. Improvements to tools and activities are development, updating and enhancement of the Oil Security Metrics Model. OSMM is a newly developed tool.

Developer of the OSMM. Will be PI on the analysis of the oil security benefits of EERE programs.

F) Improve Policy Analysis Tools and Integration of Data and Tools at State and Federal Levels
Development of HyTrans model to assess the transition to hydrogen-powered transportation. Planned development of model for dynamic assessment of fiscal and regulatory policies to increase light-duty vehicle fuel economy Improvements to tools and activities are continued improvement and enhancement of HyTrans. Enhancements to EIA's FERAM model to make it suitable for incorporation in NEMS.

A suggestion for a new tool is a Dynamic feebates analysis model. With Paul Leiby, continuing to develop HyTrans and use it to produce realistic scenarios of the transition to hydrogen-powered light-duty vehicles. Co-developer of FERAM with EEA, continuing to enhance its capabilities. Looking forward to developing an dynamic feebate analysis model or adapting FERAM to this purpose, whichever is the best option.

H) Improve Behavioral Factors in Market/Choice Models and Tools
Sponsoring basic research at UC Davis on how the market for fuel economy operates and continuing to conduct focus group research on how consumers use fuel economy information.

I) Other analysis topics of interest
Potential for mitigating greenhouse gas emissions from transportation.
