Army Energy Program

Organizational Objectives – Analysis

Army Energy Program:

  • Army Energy Strategy (AES) published in booklets
  • Army Energy Campaign Plan (AECP) approved and distributed
  • Initial working group with OACSIM, IMA and USACE to decide scope and method for implementing AECP.
  • Publish AECP

Utilities Privatization:

  • The Army will privatize all seven programmed utility systems (electric and water and wastewater) by end of FY06 where economical.
  • Where uneconomical, the SA will declare systems exempt from utilities privatization, consistent with OSD requirements

Corrosion:

  • Incorporate policy/program in to AR 420-49
  • Establish Army funding stream (POM) to continue funding after OSD program ends in 2011.
  • Advertise and encourage attendance of CERL's corrosion course.

Energy Conservation Investment Program (ECIP) & Energy Savings Performance Contracts (ESPC):

  • Publish guidance and distribute before end of year
  • Evaluate and provide list to OSD before 1 Oct 06
  • Execute 90% of ECIP Projects
